providing managed care for senior citizens, namely an assessment of the needs of the individual senior citizen members; coordination and management of health care and social services; coordination of selected providers via a contracted network for the provision of health care; case coordination; home and community long term chronic care and personal services; creation of customer-focused, affordable and long-term care benefits products; coordination of benefits, claims, payment and financing sources; operation of day health care centers, outpatient clinics, home health agencies, and licensed managed care organizations for members; assistance to health plans, insurance companies, employers, managed care organizations, and other public and private purchasers of care in developing and marketing benefit programs; and assistance to provider networks regarding delivery of high quality care
